Biography
James J. Ness has had a long and successful career in academia and government service. He served for 20 years as a certified police officer in Wisconsin and Illinois. His last position was chief of police for the city of Villa Grove. He spent several years with the Department of Justice and the State Department with the ICITAP Project and the International Police Task Force. For his work with ICITAP, he served as the dean of academics for the Haitian National Police Academy and chief of specialized training for the Kosovo Police School. For his work with IPTF, he served as the station commander for the Canton of Tuzla with the duty to enforce the Dayton Peace Accord. His team was also involved in the investigation of the genocide in Srebrenica. Ness has developed and presented training for police departments in the United States, United Arab Emirates, Montenegro, Croatia, Serbia, and France. He is also a U.S. Air Force veteran.
Academically, Ness served as a tenured associate professor in criminal justice at Southern Illinois University, director of criminal justice programs at Barton County Community College, and founding dean of the College of Criminal Justice and Security at the University of Phoenix. In addition to his adjunct work at SXU, he is currently an adjunct professor at Northern Arizona University. He has published extensively in areas of law enforcement and national security.
